Benlow 3 Wheel Lighter

This is a steel UL (Utility Lighter) and from the appearance was manufactured early in the history of Benlow (1930s) - though the fact that it is steel rather than brass might also indicate it was produced during WWII. It is definitely a "utility grade" lighter - no pretense of quality. The "Three Wheel" name undoubtedly comes from the two slightly oversized brass wheels on either side of the spark wheel.
